Hotel Linen Supplier for Central Asia — Factory-Direct from Nantong
Central Asia is the one market on this site where the compliance question, not the price question, decides whether your container clears. Kazakhstan, Kyrgyzstan and Armenia sit inside the Eurasian Economic Union, so hotel bed linen and towels fall under EAC technical regulation — and the declaration or certificate can only be applied for by a company established inside the union. A Chinese mill cannot issue it for you. Any supplier who says otherwise has not shipped here. This page sets out how the conformity route actually works, and how rail changes your lead time.

The compliance question: TR CU 017 and who is allowed to apply
Products of the light industry entering the Eurasian Economic Union are governed by technical regulation TR CU 017/2011 on the safety of light industry products, with the stricter TR CU 007/2011 applying to children's and teenagers' goods. The regulation sorts textiles into layers by how much they touch the skin. Bed linen, towels, underwear and swimwear sit in Layer I — direct skin contact — which is the most tightly controlled group. That is relevant because a hotel linen order is almost entirely Layer I product.
The conformity assessment takes one of two forms. For lower-risk goods it is an EAC declaration of conformity; for the higher-risk lines, including bed linen under the certification route, it is an EAC certificate, which involves accredited testing and in some schemes a manufacturing audit with annual inspection. Which one your shipment needs depends on the product and its classification, and it should be confirmed line by line rather than assumed.
The operative constraint is who may apply. An EAC declaration or certificate can only be applied for by a company established in the territory of the union. A Chinese exporter cannot file it directly. In practice the importer, or an authorised representative appointed in the union, is the applicant and carries the legal responsibility. Rules tightened further for Kazakhstan: a local authorised representative is mandatory for non-union companies, testing must be carried out in a laboratory accredited within the union, the certificate must be registered in the union's FGIS database, and the EAC mark on the product or packaging must meet the minimum size with a QR code for verification.
What that means for how you buy: the conformity work is a two-party job. You or your representative holds the declaration and answers for it. We supply the technical file it is built on — fabric composition with percentages, finished GSM, construction, and the laboratory test data for chemical and physical safety — together with artwork for the EAC mark and label. Start this conversation at the sample stage, not at the shipping stage. A conformity file assembled after the goods are finished is the single most common reason a Central Asian order sits at the border.
Guidance, not advice. Tariff treatment, conformity requirements and labelling rules change, and they follow your HS code, not your product name. Confirm every figure on this page with your own customs broker for your exact tariff line before you commit to an order. Last reviewed October 2026.
Rail from China via Alashankou and Khorgos
Rail| Destination | Gateways | Transit band |
|---|---|---|
| Kazakhstan | Alashankou or Khorgos to Almaty, Astana, Shymkent | About 7–14 days station-to-station |
| Uzbekistan | Khorgos or Alashankou via Kazakhstan to Tashkent, Samarkand | About 7–14 days station-to-station |
| Kyrgyzstan | Kashgar or Irkeshtam to Bishkek, Osh | About 8–15 days station-to-station |
| Tajikistan, Turkmenistan | Via Khorgos and onward transit to Dushanbe, Ashgabat | About 10–18 days station-to-station |
Central Asia is landlocked, so sea freight is not a direct option — it would route through a third country and finish on a truck, which is why rail is the practical route. Rail figures are station-to-station: add roughly 3–5 days for door-to-door. Gauge change at the border adds 1–3 days, congestion at Alashankou and Khorgos is common, and the September–January peak adds around 2–5 days. Book roughly a week ahead for a confirmed slot. A road-TIR option exists for urgent or part loads and is faster but costs more per unit.
What a first order looks like in this region
Because a great deal of Central Asian demand is a new property buying its full inventory, the useful unit of enquiry is the whole building — bedrooms and bathrooms together — rather than a single SKU. The alliance covers bed linen, towelling, bathrobes, table linen and mattress programmes, so a full inventory can be quoted as one specification set and loaded as one rail consignment.
Two planning points differ from a seaport market. First, rail consolidates better than it splits: the economics improve as the load grows toward a full container, so staging a project into three small shipments costs more per unit than sending two larger ones. Second, the conformity file has to be ready before the goods move, which means the buyer's representative must be engaged early. In practice the sequence is sample first, lock the specification, open the conformity file, then produce — not the other way round.
For projects already sourcing locally, bedding fabric by the metre is worth considering: some buyers in the region cut and sew locally and import only the woven and dyed cloth. We quote fabric to a construction, and the same conformity route applies to it.

Certificates and labelling you arrange
Read this section before you place an order, not before you ship. Every item below is arranged on the importing side, and none of it can be retrofitted at the border.
TR CU 017/2011 conformity — applicant must be in the EAEU
An EAC declaration or certificate can only be applied for by a legal entity established within the Eurasian Economic Union. Appoint the importer or a local authorised representative as the applicant early. We supply the technical file and test data the applicant needs, but we cannot hold the declaration.
Layer I classification for bed linen and towels
Hotel bed linen, towels and bathrobes fall into Layer I — direct skin contact — the most strictly regulated group under the technical regulation. Confirm with your representative whether your specific line takes the declaration route or the certification route, because the testing and audit requirements differ.
Kazakhstan — authorised representative, FGIS and the EAC mark
For non-union companies a local authorised representative is mandatory. Testing must be done at a laboratory accredited in the union, the declaration or certificate must be registered in the FGIS database, and the EAC mark applied to the product or packaging has a minimum size with a QR code for verification. Plan for this before production, not after.
Russian or Kazakh language labelling
Product labels and consumer information must be in the destination language. Send us the label artwork and wording requirements and we will print to them — but this is decided at the artwork stage, since the labels are printed and attached during production.
We supply the technical file, the certificate numbers and the label artwork that these requirements depend on. What we cannot do is file on your behalf — the applicant has to be on your side of the border. Read more about how specifications and inspection are handled on the factory page.
What to buy first for this market
Project openings buy the full room, so the practical starting list is the bedroom, then the bathroom.
Bedding sets
The natural first order for a new property: duvet cover, sheet and pillowcases drawn from one construction, so the whole room is consistent and the conformity file covers fewer variants.
Bed sheets & pillowcases
For renovations where the duvet covers are being reused. Confirm the bed sizes carefully — local sizing conventions differ from both the US and EU standards, and a size error on a project order is expensive to correct.
Bath towels & bath mats
The second half of the room inventory. Cold-climate operations often specify a heavier towel than a tropical property, so GSM should be decided against your laundry rather than copied from a warm-market spec.
Duvet inners
Essential for the region's winters and frequently overlooked in the first budget. Confirm the fill and tog/GSM rating against your heating season before specifying.
Payment and risk
Standard terms are 30% deposit with the order and 70% before shipment, by T/T or L/C at sight. Settlement in renminbi is increasingly workable on this corridor and can be worth raising with your bank, particularly where a correspondent route through a third currency adds cost or delay.
The risk that needs managing here is documentary, not financial. Rail moves fast enough that a conformity file still in progress becomes the constraint. Sequence the work so the representative is appointed and the technical file is delivered before production ends. On the logistics side, confirm the incoterm explicitly: we quote FOB Nantong or Shanghai for sea, and for Central Asia we arrange rail from a Chinese inland hub, with the inland haulage and rail booking shown as separate lines so you can see what you are paying for.
Who You Are Actually Buying From
We are a FOB manufacturer alliance— independent export factories in Nantong, each with its own plant and its own export licence. The bedding member's 5,000 m² mill in Chuanjiang weaves, dyes, cuts, sews, inspects and packs the bed linen; the other members make the towelling, bathrobes, table linen and mattress programmes in the same cluster. Whether you buy from Central Asia or anywhere else, these are the terms every member has to meet before it can quote under this name:
- owns and operates its own production facility
- holds its own export licence and can invoice FOB in its own name
- accepts buyer audits and on-site visits
- works to the alliance's written specification and inspection standard
What that gives a buyer is consistency across categories: one contract, one specification sheet per programme, one inspection standard and one set of shipping documents — and the member factory that makes your order is named on the contract and ships under its own export licence. Every member accepts buyer audits and on-site visits, so you can verify the plant before you place a Central Asia order rather than after.
